Federal contracting

These are contracts between federal agencies and specialists made with the object of saving a guaranteed annual share of the energy consumption across a term of ten years. The federal energy consultants have an important role to play by monitoring and controlling one of the most important European projects in terms of ecology, economy and sustainability, which involves:

  • contributing to the design of the contract (settlement mode, baseline definition, adjustments, etc.),
  • recording the systems of relevance for the contract at the various properties (part of the bidding documents),
  • monitoring the as-is parameters (ambient temperature, air volumes, illumination level, etc.),
  • checking and acceptance of the annual final account based on the Navigator software (formerly EMC),
  • long-term documentation by data logger,
  • participation in the annual pool meetings,
  • mediating between principal (federal agency), contractor (specialist) and owner (e.g. BIG).

Facts and figures

  • The first contracts, made in 1999, 2004 and 2005, have already expired. Efforts were made to enter into new management contracts for properties comprised in these contracting pools or to include them in new contracts.

Background

  • 1997   Energy saving contract PILOT model launched.
  • 1999   Energy saving contracts concluded for 46 federal schools in Vienna (2 pools).
  • 2002   First implementation of Council of Ministers decision on “federal contracting 500” for federal buildings.
  • The cooperative venture of BIG and BMDW is one of the largest public procurers in Europe.
  • Energy saving contracting involves an external energy provider (contractor) optimising a building’s energy consumption through investment and management (for a typical period of ten years). The fee is of the contingent type, depending on actual savings. The measures are financed through the savings achieved. At the end of the contract life, the procurer profits from the full savings in energy costs.
  • Key measures: user consulting/motivation, management services, optimising HVACR systems and control systems, remote system monitoring, hydraulic control of the heat distribution system, installation of thermostat valves, change to highly energy-efficient pumps and LED lighting, installation of photovoltaic systems.
